A critical part of making IT work in your organization is usually termed IT governance.  While this sounds bureaucratic, IT governance is critical both to making the right IT resource allocations and getting the rest of your company to accept those decisions.  In your organization, there never are enough IT resources.  There are always departments that want or need more.  By putting in methods for each department to state its case and trade priorities through a formal governance body, better decisions are made, but more importantly, there is greater acceptance of the allocations by other departments.
